Scan2PDF is a free Windows application for making a PDF file out of images either from the hard drive of your computer or from a scanner. There are two modes: Basic Mode and Pro-Mode. In Basic Mode, a new page is created for each image you select. In Pro-Mode, there is more flexibility, in that you can resize images, put multiple images on a page, add text, and drag anything to the position you want.

Scan2PDF was created by Koma-Code and is no longer being maintained or updated. However, it is completely free, and once you get used to the user interface, it can work adequately.

A nice feature in Pro-Mode is that all the images go into the sidebar. Then, you select the one you want to add. It is possible to rotate images from within the application, which is convenient. Images must be resized by entering in a width number. There are no handles for resizing images or text.

Text can be customized to be different fonts and colors, although the selection of fonts is limited. It is a bit counterintuitive how to set text settings because there are both width/height entry boxes and a font selector tool. Changing the width/height does not change the font size. The only way to change it is with the font selector tool.

Another cool feature is that you can change the background color of the page. You can have multiple pages with multiple pictures on them in Pro-Mode.

This utility can be useful in the right circumstances. If you take the time to understand the user interface, it is a nice, free tool that does what it is supposed to.
